With the introduction of the Decentralization Act, the act formalized how these bodies should be elected. Initially, three councilors were elected for three years. However, with the amendment to the Decentralization of Administrative Areas Act, the 4th term council was composed of a directly elected president, two seats for women and two additional seats. The tenure of a council is five years.
